Control panel showing up blank
Hi, I have recently encountered an issue when opening control panel.
This is what i see

I have tried starting it in safe mode and creating a new user but both attempts lead me back to the same problem.
Control panel is showing up blank.
However if i try to access things inside control panel by this method by clicking the arrow next to all control panel items to make the list drop down, i am able to access the things inside control panel

Try the below steps:
Step 1:
Perform System Restore from WINRE [Windows Recovery Environment] to a point before you tried to install Internet Explorer 9.
a.
Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer using the computer's power button.
b.
Do one of the following:
•If your computer has a single operating system installed, press and hold the F8 key as your computer restarts.
You need to press F8 before the Windows logo appears.
If the Windows logo appears, you need to try again by waiting until the Windows logon prompt
appears, and then shutting down and restarting your computer.
•If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to repair, and then press and hold F8.
c.
On the Advanced Boot Options screen, use the arrow keys to highlight Repair your computer, and then press Enter.
(If Repair your computer isn't listed as an option, then your computer doesn't include preinstalled recovery options, or your network administrator
has turned them off.)
d.
Select a keyboard layout, and then click Next.
e.
On the System Recovery Options menu, click on System Restore.

Step 2:
Once you boot to the desktop normally, refer the below links to install Internet Explorer with precautions.

Check Windows System Requirements
Microsoft Windows Requirements :
- 1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor
- 1 gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)
- 16 GB available hard disk space (32-bit) or 20 GB (64-bit)
This error can be due to some configuration requirements for you system. If your computer hardware is not up to par, then make sure you update where necessary before continuing.
